Chair’s Award

The Chair’s Award is presented by the outgoing Chair to an individual whose contribution to ACEC Minnesota and the consulting engineering profession deserves recognition. It carries the broadest discretion of any award the council gives, and is th Chair’s personal recognition of someone whose service made a real difference.

Mark Bishop

Kimley-Horn

Mark moved to Minnesota from Florida and built Kimley-Horn’s Twin Cities office from the ground up. What he started has grown into one of the larger consulting engineering operations in this state, with a couple of hundred staff today across transportation, roadway, bridge, traffic, MEP, and land development practices. That office did not exist before Mark. It exists now because he came here and built it.

He did all of that without ever wanting credit for it. Most members of this council do not know who Mark Bishop is, and that is by Mark’s own design. He flies under the radar. He is one of the most quietly consequential people in Minnesota consulting engineering, and almost no one outside his immediate circle would say so without prompting.

His service to ACEC Minnesota matches the same pattern. He served two terms on this board. He was central to the QBS work the council has carried for years and was respected on both sides of difficult procurement conversations because he understood the issue technically and could articulate it without inflaming the room. He drove a meaningful share of the PAC and fund contributions out of Kimley-Horn during his board years.

In committee rooms, Mark was the voice of reason. Well-prepared. Even-tempered. Willing to do the slow work of building consensus on hard issues rather than the fast work of winning the argument in the room. He has the rare gift of knowing when to speak and when to stay quiet. When he did speak, people listened, because he had spent decades earning the right to be listened to.

Mark recently moved back to Florida, which is home for him, but he still works for Kimley-Horn and still shows up for this council. He came to the DC fly-in this year, did the full Hill day with the ACEC Minnesota delegation, and then went and did Hill visits with the Florida delegation in the same trip. That is who Mark is, and that is exactly why he received this recognition.
